The Scramble & Partition of Mubende District, Latest Development Ahead of 2026 Elections

Mubende district was originally a province called Buwekula County in the early 90s led by a member of parliament as one of the provinces that formed a separate district, called Mubende.

In 2001, when Kiboga was separated from Mubende, the then MP Hon Bwerere Kasole Lwanga and the leadership of Hon RTD Major Joseph Kakooza as District Chairman (Mityana, Mubende, Kyankwanzi all as one district Mubende) saw Mubende as big district and council agreed to split Mityana from Mubende district.

In 2006 RTD major Joseph Kakooza was re-elected as the district chairman. During that term, they passed a resolution to separate Kyankwanzi and it was also given a district which angered former Chairman Kasirye Ggwanga whom Major Kakooza had succeeded saying he divided the district too much.

Mubende was left bordering Kyankwanzi District to the north, Kiboga District to the northeast and Mityana District to the east. Gomba District and Sembabule District lie to the south, Kyegegwa District to the southwest and Kibaale District to the northwest of Mubende District.

After being split, Mubende district remained with two constituencies, Kassanda and Buwekula.

In 2010, the leaders reached an agreement and created Kasambya County which was called Muyinayina in the ’90s, After the development of the 1935-36 road to Nkonge and Ssembabule, leaders saw that Muyinayina would stay too far away so they decided to move the sub-county to Lusiba-Kiganda.

In the 2011 general elections, Hon Mulindwa Patrick defeated Hon Kasole Lwanga to represent Kasambya County with Hon Tonny SSemuli Tibamalirwa winning the Buwekula constituency parliamentary seat, Hon Benna Namugwanya Bugembe won the district women’s MP seat and Hon Kibuuka Francis Amooti sworn in as Mubende District LC5 Chairperson.

In 2015, the leadership passed a resolution to further split more constituencies in Mubende District and this saw Bukuya Constituency coming to life.

In the 2016 election, Hon Tonny Ssemuli Tibamalirwa contested for Mubende Municipality, Hon Kibuuka Amooti Francis for Chairman, Hon RTD Major Kakooza for Buwekula, Hon Benna Bugembe for Woman MP and the incumbents managed to retain their respective positions.

In 2018-19 the leaders agreed to add another Mubende District constituency and Buwekula Constituency was split to create Buwekula South Constituency.

In 2017-18 Mubende District was split to create Kasanda District, made up of Kasanda North, Kasanda County as well as Bukuya County.

In 2017, District L5 Kibuuka Amooti proposed the creation of Kasambya District, which was tabled before the council but due to hurdles in the proposal, the idea was fruitless.

In the 2021 election, the district chairperson Kibuuka Francis Amooti lost to Hon Michael Ntambi with Hon Tonny Ssemuli Tibamalirwa failing this time leaving Hon Bashir Lubega Ssempa to shine in Mubende Municipality, Hon Ndoori Museveni Williams won to represent Buwekula South, Mbabazi Pascal as Buwekula County MP, Kabanda David as Kasambya MP and Hon Hope Grania Nakazibwe as the district women representative.

In 2024 the council of Mubende led by Hon Michael Muhereza Ntambi after a long debate passed the proposal to award Kasambya a district and now it is awaited by parliament and the Ministry of Local Government to approve the proposal.

Ahead of the 2026 general elections, many politicians have already fronted their interests, however, four will be chosen to represent the four constituencies of Mubede District and one Woman Member of Parliament.

The electoral positions in Mubende district are; Kasambya County, Buwekula Constituency, Buwekula South Constituency, Mubende Municipality, and the District Woman Member of Parliament.
