MUBENDE: Mubende District Council councillors have slammed the executive members (secretaries) appointed by the Mubende District Chairman Michael Muhereza Ntambi to assist him in various duties for not being able to do anything without the Chairman.

It came to light after district council speaker Habuzirweki Richard informed the district council that chairperson Michael had been absent due to a fever and had left a petition requesting that some items be postponed to the next meeting.

According to an order paper from the office of the district information officer Nabbale Josephine, Some of the issues that were to be discussed included the reactions to the state of the district affairs presented by the Chairman in the last meeting where he also directed the Councillors to follow up on various issues.

Some councilors had asked for the debate to continue in Ntambi’s absence but were left turning heads when the deputy district chairman also voted for the postponement of the session.

Bitter councillorsĀ said that the absence of the Chairman could not prevent other activities from going ahead because he appointed assistants for various activities. However, they were surprised that the secretaries appointed by the Chairman could not do anything without him.

Nsengiyunva Kabanda Mpologoma Nkadde, Hon councilor representing Kalonga sub-county, said he wanted the council to continue with the debate because there were many things to be discussed.

“All the executive members are there why is the council not going ahead now if the chairperson does not come back we will wait for him! How long? It’s like when the president is not in the country, nothing can be done until he returns.

“I wanted an explanation on many things, schools like Kirumbi Primary School were allocated a lot of money and we passed it but nothing has been done. I wanted an explanation about where the additional money came from because we didn’t pass a supplementary budget,” Mpologoma Nkadde told Mubende Post.

However, Edward Mutabaazi, a councilor representing Banji and Nabingoola, said he had requested the postponement of the motion because the vice chairperson had nothing to explain without his boss and did not trust him.

“The discussion on the State of District affairs was postponed to the next council as per Ntambi’s request due to his absence in council. But I have a belief that Ntambi does not trust his executive.

“That’s why I can’t ask the vice chairperson any question to address because I know nothing she can acknowledge, I was the one supporting us waiting for Ntambi because he is the right person to respond to all that we need to understand,” Edward Mutabaazi told Mubende Post.

During the expectedly tense session, journalists were initially denied access to the venue but later learned that district chairman Michael had requested an extension of the meeting due to his life complications, which some councillors objected to.

However, the vice Chairman Kellen Besigye said it was their decision as executive and denied allegations by the councillors that the Chairman would weaken them.
