KASAMBYA: The Prime Minister of Uganda RT Hon Robina Nabbanja ruined the hopes of Kasambya leaders and residents who have been asking for district status for over 15 years telling them that this is not the right time to ask for the district.
PM Nabbanja advised them to wait for a couple of years.
The Prime Minister was speaking at the World Heart Day celebrations held at Kasana playground in Mubende Municipality, Mubende district where she was a Chief Guest.
The PM was responding to Hon Vincent Kisanja Gahanga, Councilor for Kasambya Town Council who pinned the Deputy Chairperson of Mubende District, Hon Kellen Besigye to include “Kasambya District creation proposal” in his speech and ask the Prime Minister to push their proposal in the statehouse and the cabinet.
When prime minister Hon Nabanja stood on the culprit for her reactions on the matter reminded the councilors that the law had changed and they no longer formed new administrative units in the middle of the term and asked them to be patient until the end of the term.
“I am telling you the truth because you’re my people. I was born Mubende and I was raised here, so it’s a fact sometimes I chair the cabinet but don’t put there more hope,” She said.
The Prime Minister said that now that Uganda has moved from lower income status countries to middle income status countries it no longer seeks foreign aid and now everything Uganda does for itself is not cheap.
She added that Uganda should fight as much as possible to reduce administrative costs.
“If we create Kasambya district it means we will be needing chairperson LCV, MPs, CAOs, EeeeH.. where will all that money come from while we are fighting to cut the existing administrative units!” The prime minister wondered.
She also added that it is one of the reasons why the power to create administrative units including LCs and parishes was transferred from the districts to the central government.
The prime minister said it could be the failure of the Mubende leadership to serve the people of Kasambya or there are hidden motives but getting a district is not the solution.
“So please believe it or not if Mubende district had good leaders who can lead the people of Kasambya very well and there are no disputes but when I hear you in disputes I just know that there’s something,” Hon Nabanja said.
Speaking to Mubende Post Hon Vincent Kisanja denied that this was a promise of President Yoweri Museveni when he came to Kasambya on January 30, 2011, during the presidential election campaign and promised to give them a district as long as they elect him.
“President Museveni himself told us at the playground in Kasambya that vote for me so that I can give you what you want, and he said, kabbo kamuwala kajja kajude kaddayo kajudde’ which means the girl’s box they gives you comes full and back full,” Kisanja told Mubende Post.
President Museveni stepped for campaigning once again in 2016 and the leaders asked him why the district is still pending but he cut them off when he told them that there was no one to remind him and asked them to elect people to remind him.
The proposal to create Kasambya district was first considered in 2009 by Mr Kahindi who was the chairman of lc3 of kigando subcounty and once said at a three subcounty meeting that they would have asked for a district instead of a county because it has more services than a county they had got in 2011.
