Mubende Municipality Awarded Overall Best Performing Local Government

Mubende Municipality was awarded the overall best-performing Local Government in the USMID Program.
Here is how other Municipalities performed.
Under the Uganda Support to Municipal Infrastructure Development (USMID) Program, Local Governments were assessed annually on key performance indicators from transparency and planning to procurement and service delivery. These independent assessments, reviewed by the World Bank, linked performance directly to funding, driving results, and capacity building.
At the National Urban Development Conference, the outstanding achievements of Local Governments were honoured, which demonstrated exceptional leadership, innovation, and service to their communities.
Award Recipients:
•Mbarara City
Recognized for significant growth in own-source revenue, rising from UGX 2.67B to UGX 8.2B, and for reinvesting in service delivery through the adoption of IRAS.
Award for Excellence in Revenue Mobilization
•Kasese Municipality
Commended for seamless infrastructure execution with minimal grievances and efficient use of resources.
Award for Excellence in Infrastructure Execution
•Kamwenge District
Honored for promoting peaceful coexistence and leading in land titling with over 800 titles issued, while delivering extensive community infrastructure.
Award for Excellence in Social Impact and Land Security
•Masaka City
Celebrated for creating over 1,000 jobs through infrastructure projects, directly boosting household incomes and livelihoods.
Award for Excellence in Job-Centric Infrastructure Development
•Lira City
Acknowledged for leadership in urban greening and environmental sustainability, planting over 1,600 trees with the highest survival rate under the Program.

•Lamwo District
Recognized for exemplary environmental stewardship through the complete restoration of auxiliary sites post-construction.
Award for Excellence in Environmental Restoration
•Gulu City
Awarded for consistent high performance in both institutional strengthening and infrastructure delivery over five years.

•Apac Municipality
Celebrated for achieving the highest score in Year 4 of the Program, despite joining later, showcasing rapid and effective performance.
